Experience

Upon graduation from The Pennsylvania State University with a Bachelor of Science Degree in Finance, Mr. Fedeli began his professional career with the international accounting and auditing firm of Touche Ross & Co. (now Deloitte & Touche) then one of the "Big Eight".  While so employed, ultimately as a senior manager in the Philadelphia, Pennsylvania office, Mr. Fedeli managed and participated in a wide variety of audit work.  These engagements ranged from small manufacturing concerns to large financial institutions and government authorities.

Since the inception of his firm, Mr. Fedeli has worked extensively with organizations and companies seeking to improve or regain their operating efficiency.  Much of this accounting and auditing work focused on evaluating the costs to make products or deliver services.

Mr. Fedeli served as President of the Pennsylvania Institute of Certified Public Accountants - Central Chapter in 2003-2004.

In addition, Mr. Fedeli has served several organizations as their chief financial officer.  One particular instance involves a small independent non-profit college.  In that capacity, Mr. Fedeli was directly involved with or responsible for various audits, including:

  1. The annual examination of its financial statements by an independent CPA.
  2. Program review audit by the U.S. Department of Education under Title IV whereby federal funds are approved for disbursement to sub-recipients (in this case, financial aid awards to qualifying students).
  3. Compliance audit by the Internal Revenue Service regarding wage taxes and withholding policies and practices.
  4. Compliance audit by the U.S. Department of Labor regarding the Employees Retirement Income Security Act of 1974 (ERISA).
  5. Program review by the Pennsylvania Higher Education Assistance Agency pertaining to awards to students.

 

Locally, having relocated his family and accounting practice to State College in early 1991, Mr. Fedeli has served various organizations  as independent audit/accountants and/or consultant for:

  • Township of College, Pennsylvania, a local municipal government with federal program audits as required.  (Adam Brumbaugh, Township Manager,  231-3021)
  • College Township Water Authority, a municipal authority formed as the intended successor to Lemont Water Company (Adam Brumbaugh, Township Manager,  231-3021).

  • Milesburg Borough Water Authority is a municipal authority who supplies water to residential and business customers. (Paula Hall, Secretary)
  • Williamsburg Area Improved Dwellings, Inc. is a local organization promoting the general social welfare of the community particularly by providing affordable housing for elderly rural residents of low or moderate income.  (Michelle Ross  832-3212)
  • Altoona Water Authority is a municipal authority who provides clean, safe, reliable water supply and to collect and treat wastewater in a manner that protects public health and the environment. (Gina Derubeis 949-2222)

  • Downtown State College Improvement District is a local organization set up to promote, preserve and extend the safety, image and economic development of Downtown State College, Pennsylvania. (George Arnold, Executive Director  238-7004).
    • East Nittany Valley Joint Municipal Authority is a local organization providing sanitary sewer collection facilities and services.  (Gary Barrett, Board Chair  570-726-6224)
  • Pennsylvania Association for Sustainable Agriculture is a local organization providing general education and outreach to those interested in sustainable and organic agriculture in Pennsylvania.  (Hannah Smith-Brubaker,  Executive Director 349-9856).
  • Pennsylvania Rural Water Association a local organization coordinating water and waste water system programs on a state-wide basis and to provide training and technical assistance to water and waste water systems in the state. (Joseph Falcone, Chief Financial Officer 353-9302).
  • The  Greater Altoona Jewish Federation, a local organization restoring handicapped and underprivileged families and individuals, including children in need of care and protection to a normal life, wherever possible, through carefully planned and executed measures, involving relief, employment, legal and medical care and education, through friendly supervision, primarily with persons of the Jewish faith. While not all-inclusive, this listing provides a sampling of the types of services rendered and the variety of situations encountered.  In many cases, audits of non-profit organizations now contemplate the use of Government Auditing Standards, and are considered to operate in a governmental environment due to the nature of their contracts for federal funds.

In addition, Mr. Fedeli has direct experience providing auditing, accounting, tax and consulting services to numerous public and private clients engaged in:

  • Real estate development and management
  • Trucking Companies (formerly ICC regulated)
  • Housing Finance Agency
  • Savings and Loan Assistance

As can be seen, each of these provides insight into operational, accounting and compliance intricacies, such as cash control, regulatory and contract compliance, self-insurance, budgetary control, investment management, employee relations, cost allowability and allocation.

As a sub-set of services provided in connection with the audit of Mid-State Employment Training Consortium (“MSETC”), Mr. Fedeli has performed over twenty financial and compliance (program) audits of subrecipients (entities receiving funds through MSETC).  Mr. Fedeli also has extensive involvement in reviewing indirect cost rate proposals, cost allocation plans and single audit reports provided to MSETC  by a wide variety of non-profit and governmental service providers.

In addition, Mr. Fedeli has been engaged to assist MSETC in its efforts to monitor its subrecipients as required by federal regulations.  That experience provides valuable insight into the operations underlying those of the funding source.  This not only facilitates the audit planning process but enables Mr. Fedeli to assess current financial and reporting needs (and obligations) in light of the practicalities.

Most important, however, is his variety of experience and the ability to assess a situation, quantify the needs and requirements and respond with a meaningful product.
